Building Permits - Residential

Residential building permits cover projects involving one- and two-family dwellings. (See commercial building permits for projects involving multifamily-residential buildings that contain more than two residential units.)

Before you begin any construction project, check with us to see if a permit is required. In general, construction projects where a building or structure is erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished require a permit.

Examples of work covered by this permit include:

  • Adding on to an existing house (new or replaced living space)
  • Adding an attached garage or carport.
  • Adding detached buildings and structures, like garages, storage and equipment sheds, retaining walls greater than 4’ in height
  • Building a deck or deck with spa
  • Repairing, expanding or constructing a dock, boat house, boatlift or bulkhead greater than 4’ in height
  • Constructing a swimming pool, bathing or hot tubs (24 or more inches in depth and all in-ground).

This permit also includes:

  • Clearing & grading
  • Demolition work, if required.
  • Electrical (except temporary & low voltage)
  • Mechanical (except fire protection)
  • Plumbing

Note: Additions greater than 3,000 gross square feet of new and/or replaced floor area require a single-family combo permit.

Demolition

Demolition of the whole or part of any permanent structure, including a house, garage or storage shed, for example. Not required if the structure to be demolished is currently exempt from the requirement for a building permit under Bellevue City Code 23.05.090. (BE)

Remodel - Interior Construction with Structural Work

Remodel - Interior Construction with Structural Work

Examples of work covered by this permit include:

  • Moving a load-bearing interior wall
  • Replacing a load-bearing wall with a beam 
  • Installing or relocating a doorway header
  • Enlarging the size of a window or door opening

Remodel - Interior Construction without Structural Work

Remodel - Interior Construction without Structural Work

Any change within an existing dwelling that does not increase the area and roof sheathing that is being replaced or altered. (BT)

Examples of work covered by this permit include:

  • Remodeling a kitchen or bathroom, without structural work
  • Removing or relocating a non-bearing wall
  • Replacing roof sheathing without altering the roof framing or pitch
  • Converting an unfinished basement into living space

This permit also includes:

  • Electrical (except temporary & low voltage)
  • Mechanical (except fire protection)
  • Plumbing

Residential Building Permit Overview

The purpose of a building permit is to ensure that construction projects are aligned with local, state, and federal codes, ultimately ensuring that minimum safeguards for public and private health, safety, and welfare are met.
Examples of projects that require a building permit include:

  • Building a new house
  • Adding on a deck that is taller than 30 inches above grade
  • Enclosing a carport or porch
  • Changing the pitch of a roof

Examples of projects that do not require a building permit:

  • Painting or installing tile, carpeting, cabinets or counter tops 
  • Building a detached storage shed (less than 200 square feet)
  • Building a fences up to eight feet in height
  • Adding on a deck that is less than 30 inches above grade
  • Installing a retaining wall less than four feet in height
